"I believed the purpose was the bank's appearance. I have come to understand that the appearance was the purpose of a great deal more than my memorandum. A building that has decided to look honest has taken the first step toward not needing to be honest. We cleaned the lobby for a hundred years, and everything the cleaning couldn't reach, we filed in a tray."
He stepped down. He did not look at the chair by the second pillar as he passed it, out of a discipline that cost him visibly, but Vera Stadler โ who had listened all day with her hands folded over the handbag, in the posture of a woman at a concert she has waited decades to hear โ inclined her head to him, once, as the bank's own officers used to incline theirs to the founders' widows in the photographs: an acknowledgment between two people who both knew exactly what the account was, and that it was not, even now, entirely settled, and that this was as it should be, because settled was a word for ledgers, and they were not finished.
Eugene Ostrander testified on the second morning, with his notebook in front of him and his reading glasses on a cord, and if the first day of the public session had belonged to the numbers, the second belonged to the handwriting. He read his own entries aloud โ the September figures, the October substitution, the conversation with his supervisor rendered in the cramped, unadorned hand of a twenty-six-year-old examiner writing at his kitchen table in the last hour of a day he had already understood, even then, was one of the hinges of his life. *Told division accepts applicant's appraisal. Role is process not price. Initialed schedule per instruction. Figures in draft appendix appear correct to me.* He closed the notebook on his finger and looked up at the panel.
"I want to be careful about my supervisor," he said. "He is dead, and so is everyone who could tell you whether he was instructed himself, and I have had twenty-seven years to think about the possibility that he was protecting a young examiner from a fight he had already lost at his own level. It does not change the initials. But the review is entitled to the whole of my evidence, and the whole of it includes my uncertainty about the dead." He paused. "What I am not uncertain about is the arithmetic. I recomputed those parcels because the bank's numbers described a city that did not exist โ a Des Moines where the arena had not been announced, where the land under a going branch was worth what it had been worth a decade before. Your forensic accountant's figures yesterday agree with mine, and mine agree with the internal auditor's, and his were done first, at his own table, knowing what they would cost him. There were three sets of books kept on this conversion, ladies and gentlemen: the bank's as filed, the state's as initialed, and Mr. Stadler's as true. Only one of them was kept by a man who paid for the keeping."
It was after the examiner stepped down โ after the room had sat a moment in the particular quiet of people deciding what they had just become witnesses to โ that the chairman of the review announced a communication from the bank, and Fred Ames stood up from the public chairs, where he had sat both mornings without a reserved place, in the posture his widow-guest had taught the building: as a man waiting to be called.
"The bank does not intend to wait for the final report to begin its part," he said. He had a document in his hand โ Laura Benson's drafting, plain as a deed. "This is a restitution framework, executed this morning by the board of Heartland Bancshares and by the trustees of the Ames Family Trust. It establishes the Members' Restitution Trust, independent trustees, bank-funded and trust-funded in the first instance to the full amount of the discrepancy as stated by the bank's own retained records โ forty-six million, one hundred and eighty thousand dollars, with interest computed on the principles the review recommends โ for distribution to the member households of 1998 as recorded in the ledger of Emil Stadler, or to their heirs. It is signed before your findings are final because the entitlement does not depend on your findings. It depends on the bank's own file, which I have read, and which my father's office wrote." He set the document on the review's table, and then โ because he had decided, somewhere in the small hours, that a signature read aloud is worth a dozen issued in statements โ he spoke the words he had written in longhand months before and revised a dozen times since, into the record, in the lobby his great-grandfather's depositors had built:
