On the counter beside the fruit bowl, her smartphone vibrated continuously in an unbroken stream of notifications. James picked it up, scanning the lock screen to filter them for her.

"Chief Judge Morrison of the Ninth Circuit just texted from San Francisco," James read softly. "He says he has officially taken you off the oral argument calendar for the next two weeks and reassigned today's panel. He wrote: 'Non-negotiable, Simone. Take the time you need. The entire circuit bench stands behind you.' DA Marcus Williams texted that state felony charges are being filed tomorrow morning. The national president of the NAACP and the executive director of the ACLU both left voicemails offering full institutional backing."

Simone lowered her forehead into her palms, letting out a long, shuddering breath. "By tonight's evening news, twenty million people are going to see me at the lowest, most humiliating moment of my life—crawling in the mud in wet jeans, choking and helpless."

James reached out, placing two fingers beneath her chin and lifting her face until her dark eyes met his. "No, Simone. Twenty million people are going to see a racist coward attack an unarmed woman with a hose—and then they are going to watch that woman stand up out of the mud, wipe her face, pull out a federal judicial shield, and bring an entire corrupt police department to its knees without raising her voice. You look broken to yourself because you're hurting. To the rest of the world, you look like a titan."

A sharp, respectful knock sounded at the kitchen doorframe, where a U.S. Marshal stood guard. Special Agent Sarah Kim stepped inside, holding a thick leather binder.

"Forgive the intrusion, Dr. Laurent, Judge Laurent," Kim said softly. "The U.S. Attorney in Washington wants to walk the preliminary felony complaint into the federal magistrate's chambers within forty-eight hours. Whenever you feel ready, Your Honor, I need to take your formal sworn deposition."

Simone looked at her husband, drew a deep breath that filled her lungs to the bottom, and slowly stood up from the stool. As she straightened the sleeves of her sweater, the tremor in her hands vanished. Judge Laurent had returned to the bench.

"Sit down at the dining table, Agent Kim," Simone said clearly. "And bring plenty of paper. I won't leave out a single detail."

For the next ninety minutes, Simone dictated a masterclass in evidentiary precision—twenty-two pages of sworn federal testimony detailing distances, timestamps, verbatim dialogue, and constitutional citations. By the time Agent Kim sealed the affidavit into her briefcase, the federal gears were turning at maximum velocity.

At 3:15 p.m. inside Central Precinct, Derek Whitmore sat slumped in a windowless concrete interview room on the fourteenth floor—not on the cushioned side of the table where he had interrogated hundreds of suspects over fifteen years, but in the bolted metal chair reserved for the accused. Stripped of his duty belt, his weapon, and his badge, wearing an oversized grey department sweatshirt to replace his mud-caked uniform, he looked smaller, older, and hollowed out.

Sitting beside him was Jack Morrison, senior defense counsel for the Portland Police Association union. With deep bags under his eyes and thirty years of defending officer-involved shootings and misconduct hearings under his belt, Morrison was usually a bulldog in the room. Today, he looked like a man attending a funeral.

"Derek, listen to me very carefully," Morrison said in a low, gravelly whisper, keeping his hand over the table microphone area even though they were in a privileged consultation. "When the Chief comes in here, you do not open your mouth. You don't apologize, you don't explain, you don't say a word without me clearing it."

"Jack, what's going to happen to me?" Whitmore asked, his voice shaking as he stared at his raw knuckles. "You're the union shark. Tell me how we beat this. She tripped over the hose—I perceived a threat—qualified immunity covers split-second use of force—"

Morrison stared at him as if he had lost his mind. "Qualified immunity?! Derek, are you delusional?! You sprayed an unarmed woman lying flat on her back in a rose bush for fifty-three seconds while laughing and telling her to call immigration! And she happens to be a sitting judge on the Ninth Circuit Court of Appeals—the literal court that writes the law on qualified immunity for the entire western United States! There is no qualified immunity defense here! The union executive board is already holding an emergency vote on whether to pull your indemnification because your actions were so far outside the scope of employment!"

Whitmore’s breath hitched. "How much time am I looking at? Realistically."

"Between the state bias-crime felonies DA Williams is drawing up and the federal Section 242 indictment the DOJ is flying in from D.C. to prosecute? Fifteen years combined if they run them consecutively."

"Fifteen years?!" Whitmore gasped, tears springing back into his eyes. "Jack, Tyler is four! My kids will be grown adults! Can't we cut a plea deal? I'll resign today, I'll give up my certification, probation and community service—"

"The White House commented on the video twenty minutes ago, Derek! Nobody is offering you probation! The feds want pound-of-flesh prison time to make a national example out of you!"

The heavy steel door clicked unlocked and swung open. Chief Amanda Winters stepped inside, flanked by Sergeant Thompson and the City’s Director of Human Resources. Winters didn't sit down. She slapped a thick bound packet of legal documents onto the metal table directly in front of Whitmore.

"Derek Whitmore," Winters said, her voice cold enough to freeze the air in the room, "pursuant to my emergency authority under the City Charter and Bureau Directive 310.00, effective 3:30 p.m. today, your employment with the Portland Police Bureau is terminated for cause."
