Dispatcher Miller slowly sank onto her swivel stool. Her hands were pressed against her mouth, tears of absolute, paralyzing terror welling in her eyes as she stared at the corner locker."DESCRIPTIVE DATA FOR CHIEF MARCUS VANCE," the state broadcast continued, steady, merciless, and completely indifferent to the horror unfolding in the room. "MALE, SIX FEET TWO INCHES, ONE HUNDRED AND NINETY-FIVE POUNDS. GREY CANVAS FIELD JACKET, FADED JEANS, LEATHER COMBAT UTILITY BOOTS. DRIVING UNMARKED SLATE-GREY FLEET SEDAN, EXEMPT TAG: VICTOR-SEVEN-ONE-NINE-ZERO-DELTA."The radio clicked.The carrier signal dropped, leaving behind only the gentle, rhythmic hum of the transformer and the sound of the rain lashing against the building.The bullpen fell into a silence so profound that the ticking of the wall clock sounded like hammer blows.Tick.Tick.Tick.Deputy Bell slowly turned his head toward the booking counter. One Canvas Coat.And under Assigned Quarters:Cell Three.Bell looked up at Higgins. His eyes were wide, dilated with the sheer, unadulterated madness of a man who realizes he has just walked himself onto the scaffold and pulled the lever with his own foot."Ray..." Bell whispered, his voice cracking into a sob. "Ray... the guy from the highway."Higgins didn't move. He stood frozen in the center of the room, his breathing coming in shallow, ragged gasps. The blood had completely fled his face, leaving his skin a mottled, sickly grey. The four stolen one-hundred-dollar bills in his breast pocket suddenly felt like four blocks of radioactive lead burning through his uniform shirt, searing straight into his heart."No," Higgins stammered, taking a blind, stumbling step backward until his spine slammed into the edge of a filing cabinet. "No... that's impossible. That's a lie.""It's him, Ray!" Bell screamed, losing every shred of composure, his voice echoing hysterically off the yellowed walls. "Grey canvas coat! Scuffed combat boots! Victor-Seven-One-Nine-Zero-Delta! We towed his car! We stole his money! You hit him in the ribs with a four-cell Maglite!""Shut your mouth!" Higgins lunged forward, grabbing Bell by the lapels of his uniform shirt and shaking him violently. "Shut up! Shut up! Shut up!""He's the Police Chief!" Bell wept, tears and snot running freely down his face as he tried to push the massive sergeant away. "He's the State Special Administrator! We locked him in the basement! We locked him in the hole with no water and no phone call! They have shoot-on-sight orders, Ray! They're coming with helicopters! They're coming to kill us!""Ray..." Dispatcher Miller’s voice cut through their screams.She was standing now, backed completely against the reinforced glass of her booth, holding the yellow teletype ribbon like a shield."The state tactical units..." Miller choked out, pointing toward the console screen where a new automated tracking map was rapidly populating with flashing red icons. "Alpha, Bravo, Delta teams... they're five minutes out from the valley bridge. They have fifteen pursuit vehicles and armored carriers. They know he's in this building."Higgins released Bell, who collapsed onto the floor, clutching his knees to his chest and rocking back and forth like a terrified child.Higgins looked down at his own bandaged arm.The cut.The fake laceration he had scraped onto his own flesh using Marcus Vance’s license plate. The official complaint he had filed in the state database charging an executive undercover commander with felony assault on an officer.Every lie. Every arrogant smirk. Every dime of stolen cash.It had all been documented. Not by an out-of-town victim who could be intimidated into silence by Judge Holloway, but by a high-ranking state investigator who had intentionally walked into their trap to record their crimes from the inside.He let us do it, Higgins realized, the thought crashing through his skull with the force of an oncoming freight train. He didn't fight back because he wanted us to bury ourselves."We... we fix it," Higgins whispered, his hands trembling so violently he could barely clasp them together. "We can fix this, Travis. Listen to me!"Bell looked up, his face slick with tears and snot. "Fix it?! How do we fix this, Ray?! We're going to prison! Federal prison! For the rest of our lives!""We let him out!" Higgins stammered, pulling the heavy brass ring of precinct keys from his belt. The keys clattered against each other with a frantic, metallic rattle. "We go down to the cellar. We unlock the cage. We give him back his money! All four hundred dollars! We tell him it was a misunderstanding! A local drill! We tell him we were testing his undercover identity!"Miller let out a sound that was half-laugh, half-sob. "A drill, Ray?! You beat him with a flashlight! You cut your own arm to frame him! It's in the logbook! In your own handwriting!""Then we burn the logbook!" Higgins screamed, turning on her with wild, bloodshot eyes. "Burn the paper! Delete the dispatch files!""You can't delete it!" Miller shouted back, her voice breaking with fury and terror. "The Golden Eagle override locked the terminal! Everything went directly to Capital City the second the radio tone dropped! The whole state has the record!"Higgins stared at her, the last shred of his sanity snapping like a dry twig in a hurricane.He looked down at the keys in his hand, then his hand drifted down to the heavy leather holster on his hip. He unsnapped the retention strap.He drew his Glock 21.
