I read it three times.

Then I looked at the retention basin.

Nothing had been repaired.

The decorative berm was still there.

The storm drains were still partially blocked.

The board had done nothing.

At 9:40 p.m., the rain began.

By midnight, the street looked like a river.

Water rushed down the hill.

The storm drains disappeared beneath the surface.

I stood at my kitchen window and watched the water rise.

One inch.

Then two.

Then three.

The flood wall took the first wave.

Water slammed against it.

The concrete held.

I checked the basement.

Dry.

I checked again.

Still dry.

Then I heard a sound.

Not thunder.

Something breaking.

I looked outside.

A retaining section near the community park had collapsed.

Water exploded through the gap.

Within minutes, the landscaped area disappeared beneath brown water.

Then the parking lot flooded.

Then the street.

And then I saw where the water was going.

Straight toward the houses.

At 1:17 a.m., I received a call from Tom.

"Frank, get your phone."

"I have it."

"Start recording."

I went outside under the porch roof.

The rain was deafening.

Across the street, water was pouring through the decorative berm.

It wasn't supposed to happen.

Unless someone had intentionally changed the drainage path.

I filmed everything.

The water was flowing around the landscaped area and toward the lower properties.

Then another section of the drainage channel collapsed.

A metal pipe appeared beneath the dirt.

I zoomed in.

It wasn't part of the original drainage plan.

It was a newer pipe.

And it was carrying water away from the retention basin.

I called Tom again.

"What's that pipe?"
