His contractor had parked outside too long.

His garden hose was visible from the street.

Every complaint seemed designed not to protect the neighborhood but to remind Marcus that Sandra was watching.

He challenged her when he believed she was wrong.

That made him one of her favorite targets.

Six months earlier, the two had clashed at an HOA meeting.

Sandra had proposed a $600 special assessment for something she called "community compliance modernization."

Marcus had asked a simple question.

"What exactly are we buying?"

Sandra had pointed toward the documents.

"It's all in the proposal."

Marcus had read them.

There were no vendor bids.

No detailed contracts.

No clear explanation of where the money would go.

"So you want us to approve hundreds of thousands of dollars before we know who will receive the contracts?"

The room had gone silent.

The proposal failed.

Thirteen votes short.

After that, Sandra's inspections around Marcus's property became almost weekly.

Then she noticed the communications box.

It was mounted on the side of Marcus's house behind the shrubs.

Almost invisible from the street.

His internet provider had installed it legally during a fiber upgrade.

Marcus sent Sandra the installation records.

She responded that HOA aesthetic rules still applied.

Marcus's attorney sent her a letter.

For three months, Sandra backed off.

Until that Saturday morning.

Now she stood in the yard with police officers arriving at the curb.

Officer Lena Ruiz approached first.

"What happened?"

Sandra immediately stepped forward.

"I was performing HOA compliance duties. Mr. Bennett became aggressive."

Marcus pointed toward the cable.

"She cut my internet line."

Officer Ruiz looked at Sandra.

"Did you?"

"I removed unauthorized exterior equipment."

"Did he give you permission to enter his property?"

Sandra hesitated.

"No."

"Did he give you permission to cut the cable?"

"No."

Ruiz looked at the pliers lying in the grass.

Then at Marcus.

"Do you have evidence?"

Marcus held up his phone.

"My exterior camera recorded it."

Sandra's head snapped toward him.

"You have a camera there?"

Marcus almost laughed.

"Yes."
