“The county is issuing violations for unpermitted electrical work and unsafe distribution.”

Greg added:

“The utility will assess penalties for unauthorized load connection and meter bypass.”

Sheila immediately pointed at the contractor.

“This was done by a contractor.”

Greg stared at her.

“Who hired him?”

Silence.

“Who approved the work?”

Silence.

“Who benefited from the reduced electrical bills?”

Nothing.

Then Greg gave an order.

“Disconnect it.”

The illegal conductors were removed.

But they weren't destroyed.

They were preserved.

Evidence.

That word changed Sheila's expression.

The sheriff's deputy stepped closer.

“Ma'am, the county investigator may have questions.”

Sheila looked toward the growing crowd.

Residents had gathered along the sidewalk.

At least fifty.

Someone shouted:

“Sheila, did you steal power?”

She turned.

“This is a technical matter.”

A man yelled back:

“My kids slept in ninety-degree heat for three nights because of your technical matter!”

Another shouted:

“My freezer is ruined!”

Someone else screamed:

“We paid our dues!”

The crowd grew louder.

For the first time, Sheila looked trapped inside the community she had ruled.

The Emails

The HOA board held an emergency meeting Tuesday.

I didn't attend.

I didn't need to.

Residents sent me recordings.

The meeting took place inside the darkened community center under portable work lights powered by a rented generator.

Sheila sat at the front.

No purple blazer.

No tablet.

Just a white blouse and a face that looked exhausted.

The treasurer tried to explain.

“Our electrical expenses were managed through an auxiliary infrastructure arrangement.”

A homeowner shouted:

“Say theft!”

The treasurer froze.

Sheila grabbed the microphone.

“The board acted to control costs during an unprecedented utility-rate environment.”

A woman named Karen Liu stood.

“My husband works in commercial construction. He said that line could have killed someone.”

Sheila shook her head.

“That is an exaggeration.”

“The county condemned the building!”

“You don't understand the technical circumstances.”

“You told us the wellness center was energy efficient!”

“It was.”

“Because you were stealing from your neighbor!”

The room erupted.

Sheila slammed the gavel.

Nobody listened.

Three board members resigned before the meeting ended.

Sheila stayed.

She blamed the contractor.

That excuse might have worked.

Until the emails appeared.

During the civil case, my attorney subpoenaed the HOA's communications.
