Using regulatory access authority connected to my board appointment, she began pulling Consolidated Power's internal records.
And that's when we discovered something worse.
Ethan Brooks had started deleting emails.
He didn't know the company retained server backups for seven years.
He didn't know Patricia had already submitted a preservation request.
He didn't know that panic often created better evidence than honesty.
The paper trail was getting bigger.
And Melissa was beginning to panic.
Sarah's Folder
That evening, Melissa called an emergency HOA board meeting.
She instructed the board members not to speak to outside parties.
The instruction lasted less than a day.
Before dinner, Sarah Holloway called me.
Sarah lived three houses down.
She was seventy-one and moved carefully because of a bad hip.
But she noticed everything.
"I think I have some things you should see," she said.
I walked to her house.
There was tea waiting on the kitchen table.
So was a folder.
Sarah had been documenting Melissa for two years.
Her porch camera had captured the utility truck arriving at my house.
More importantly, it had captured Melissa crossing the street and placing HOA warning notices on my front door forty minutes before the utility truck arrived.
She had then returned to her driveway and watched the disconnection.
Sarah also had an older phone recording.
Melissa's voice was unmistakable.
She talked about "difficult residents."
She said she had ways to handle people who believed they could ignore the rules.
Then she mentioned knowing someone at the power company.
Sarah looked at me.
"I didn't know if it mattered."
"It matters."
She hesitated.
"There are others."
"Other what?"
"Families."
She told me about the Garcias, who had sold their house after eighteen months of fines and pressure.
She told me about an elderly couple who had been pushed into paying an improvement assessment nobody could properly explain.
Then she told me about Robert Chang.
Fourteen violation notices in one year.
Many for conditions that had never existed.
I closed the folder.
This was no longer about my electricity.
It was about a system.
And if Melissa had been doing this to other homeowners, then winning my case would not be enough.
The system had to be exposed.
Proof
I filed suit twenty-two days after the disconnection.
The complaint named Melissa Carter personally and in her capacity as HOA president.
It named Consolidated Power Services.
It named Ethan Brooks individually.
The claims included consumer protection violations, tortious interference with residential utility service, fraud, civil conspiracy, negligence, and abuse of authority under state HOA governance law.
I sought damages.
Injunctive relief.
Restoration of service.
Protection from further enforcement.
Independent oversight of Cedarfield's HOA.
