Landscaping.
One violation claimed his mailbox was damaged.
The photograph attached to the notice showed a mailbox that looked perfectly fine.
Another alleged unauthorized landscaping.
The photograph showed a tree.
Robert stared at the papers.
"I paid some of them."
"Why?"
"Because I didn't know what else to do."
That sentence stayed with me.
I had spent years telling people that documentation mattered.
But documentation didn't help someone who believed they had no power.
The Garcias were different.
They had already left.
I called them.
They described months of pressure.
Warnings.
Assessments.
Meetings.
Threats of liens.
Eventually they sold their house.
Not because they couldn't afford it.
Because they were exhausted.
That was the part Melissa had never understood.
Control didn't always require winning a lawsuit.
Sometimes all you had to do was make a person's life unbearable long enough.
I decided that wouldn't happen again.
I filed suit.
The complaint named Melissa Carter, Cedarfield Estates HOA, Consolidated Power Services, and Ethan Brooks.
The claims included fraud, civil conspiracy, negligence, interference with utility service, consumer protection violations, and abuse of HOA authority.
I also filed a regulatory complaint.
Then I called a reporter.
His name was Kevin Park.
He had been investigating private associations for months.
He asked me one question.
"Why are you doing this?"
I looked at the boxes on my dining room table.
"Because people shouldn't have to become lawyers to keep someone from abusing them."
The Neighborhood Finally Speaks
The emergency community meeting wasn't called by Melissa.
Seven homeowners petitioned for it.
Nearly forty households attended.
The clubhouse was packed.
Melissa sat at the front with the board.
She looked confident.
Until the first homeowner stood.
Robert described his fourteen notices.
