The Keller boy's basketball hoop.
A widow's mailbox because the stain was apparently too red.
The neighborhood Facebook group changed.
People began posting pictures of violation letters.
Someone wrote:
Does Vanessa patrol with binoculars?
Someone else replied:
Only when her broom is charging.
I stayed out of it.
I thought if I ignored Vanessa, she would eventually find someone else to bother.
That was my mistake.
Because Vanessa wasn't a storm that passed.
She was a person looking for something to control.
Eventually, she found my dock.
Unauthorized Shoreline Structure
The first violation notice arrived on a Wednesday afternoon in June.
I had just returned from a county drainage review when I saw the plastic sleeve taped to my front door.
I assumed it was a meeting announcement.
Then I read the first line.
UNAUTHORIZED SHORELINE STRUCTURE.
I laughed.
Not because it was funny.
Because the accusation was so absurd my brain rejected it.
The letter claimed my dock extended into HOA-controlled water.
It demanded proof of community approval within ten business days.
I walked inside and opened my property file.
The original dock permit was there.
The 1987 shoreline survey.
The Waverly water-rights agreement.
County inspection records.
Title documentation.
Everything.
I scanned the entire file and sent it to the HOA that night.
My email was polite.
I explained that the dock was preexisting, legally permitted, and outside the HOA's authority.
I asked them to correct their records.
Then I forgot about the entire thing.
For six days.
The second notice arrived by certified mail.
This one demanded that I remove the dock within thirty days.
Failure to comply, it warned, would result in fines beginning at fifty dollars per day.
I called the management company.
A woman named Trina answered.
"Mr. Mercer, I do see your documents."
"Good," I said. "Then this should be easy."
She sighed.
"The board member handling shoreline compliance believes the documents don't override HOA authority."
"Which board member?"
A pause.
"Vanessa Holloway."
Of course.
"Trina, the HOA doesn't own that shoreline."
"I understand your position."
"It isn't a position."
I looked down at the survey.
"It's a recorded fact."
She said enforcement would remain active until the board decided otherwise.
I hung up.
Then I stared through the window at my dock.
