PART2 The HOA Karen Tried to Tear Out My Dock — Then the County Revealed What I Really Owned
Chapter 3
The lake was peaceful.
A heron stood among the reeds.
My boat rocked gently against the bumper.
Nothing had changed.
Except Vanessa had decided my property was hers to regulate.
And people like Vanessa rarely retreat because they're wrong.
They retreat when being wrong becomes expensive.
The Paper Trail
The fines started the following week.
Fifty dollars a day.
Then one hundred.
Administrative fees appeared.
Legal consultation fees followed.
Then an inspection fee for an inspection I had never requested.
The language became increasingly intimidating.
"Community water."
"Common shoreline."
"Unauthorized exclusive use."
"Private encroachment."
"Architectural violation."
Vanessa understood something most people didn't.
Legal-sounding words frightened people.
If a letter looked official enough, many homeowners would assume somebody had already checked the facts.
I didn't make that assumption.
Instead, I bought a binder.
Every notice went inside.
Every envelope.
Every email.
Every board agenda.
Every screenshot from the neighborhood group.
I requested copies of the HOA bylaws, shoreline policies, committee minutes, board votes, and invoices related to my dock.
At first, the property manager delayed.
Then I reminded her that HOA records were supposed to document decisions, not hide them.
Eventually, the records arrived.
And they told me exactly what I had suspected.
Vanessa had raised my dock at a board meeting before anyone had verified the property records.
She described it as "a private structure occupying community water."
She recommended immediate enforcement.
She warned that allowing my dock to remain would "invite similar violations."
She never mentioned the documents I had submitted.
Not once.
Instead, she had written:
"The owner is attempting to confuse the issue with outdated paperwork."
I stared at that sentence for a long time.
Outdated paperwork.
The truth had become inconvenient, so Vanessa had simply renamed it.
That was when I stopped treating the matter as a misunderstanding.
This was a campaign.
And I was going to document every step of it.
Vanessa Makes It Personal
One Saturday morning, Paul Denning walked down to my dock carrying two coffees.
"Figured you might need one."
I accepted it.
"Thanks."
He looked at the water.
"She's telling people you built this without approval."
"I didn't build it."
"I know."
"She says you're using community water like it's your private pond."
