He pulled out the second document. It was a contract from the State Department of Natural Resources, signed ten years ago. Silver Run was a protected spawning ground for a rare species of freshwater trout. The creek was federally protected under the Clean Water Act and local environmental conservation laws. Damaging the creek bed, altering the water flow, or dumping debris into it carried catastrophic fines—tens of thousands of dollars per day until it was remediated.
Then, he pulled out the coup de grâce. The third document. An easement agreement with the regional telecommunications company. Twenty years ago, they had run a primary, high-capacity fiber-optic cable across his property to connect the neighboring county. Instead of digging under the creek, which would have disrupted the trout, they had bolted the armored conduit directly to the underside of his grandfather’s sturdy bridge.
Arthur walked over to his landline phone. It was dead. The excavator hadn't just destroyed his bridge; it had severed the main fiber-optic trunk line for three zip codes.
Arthur smiled. He sat down at his computer, which was currently offline, connected the SD card, and printed out the twenty-one photographs. He then put the photos and copies of the documents into a neat folder. He didn't need the internet. He was going to drive into town. He had a lawyer to see, and an environmental inspector to call.
Monday morning, the board of The Estates at Silver Run HOA held an emergency meeting. The subdivision was in chaos. There was no internet, no television, and cell service was severely throttled due to overloaded towers. People working from home were furious. Eleanor Vance stood at the head of the community center table, trying to maintain order.
"It's a regional outage," Eleanor insisted, banging her gavel. "The telecom company is working on it. It has nothing to do with us."
The doors to the community center swung open. Arthur Miller walked in, wearing his best Sunday suit. Behind him was a man in a sharp gray suit—Arthur’s attorney, Thomas Greene—and two men wearing windbreakers with the state Environmental Protection Agency logo on the back.
"What is the meaning of this?" Eleanor demanded, her face flushing red. "This is a private meeting!"
