Then Mrs. Larkin spoke.
"What is absurd is spending our dues on this."
That opened a second argument.
Money.
A homeowner asked how much the board had spent.
Harold glanced at the treasurer.
The treasurer looked down.
"We are still calculating," Harold said.
The room exploded.
Finally, Alicia Grant, the treasurer, spoke.
"Preliminary numbers show approximately four thousand nine hundred dollars in legal, administrative, and inspection expenses related to the Mercer dock matter."
The anger became focused.
Mrs. Larkin stood.
"So the board spent nearly five thousand dollars of our money pursuing a violation that didn't exist?"
Alicia swallowed.
"That appears to be the current total."
Paul looked at Vanessa.
"Because she didn't read the deed?"
Vanessa snapped back.
"I will not be personally attacked by people who don't understand governance."
But the room no longer cared about governance.
It cared about accountability.
Harold turned toward me.
"Mr. Mercer, what resolution are you requesting?"
I stepped forward.
"Withdraw every violation."
He nodded.
"Remove every fine."
Another nod.
"Put in writing that the HOA has no jurisdiction over my dock or attached water rights."
Vanessa said, "Absolutely not."
I continued.
"Reimburse my attorney fees."
Harold winced.
"And adopt a policy requiring verification of recorded property rights before future enforcement actions."
That last request changed everything.
Because everyone understood this wasn't just about me anymore.
It was about every homeowner who had received a letter without anyone checking the facts.
The room began to nod.
Vanessa looked around.
For the first time, she seemed to realize that she was alone.
The Vote
The board voted that night.
The violations were withdrawn.
The fines were removed.
A written correction would be issued.
Shoreline enforcement would be suspended pending a full records audit.
Vanessa voted against the correction.
Harold reminded her that she had a conflict because she initiated the complaint.
She argued.
The board overruled her.
Then Alicia stood.
Her hands were shaking.
Her voice wasn't.
"I move that Vanessa Holloway be removed from the shoreline compliance committee pending review of her conduct."
The room became silent.
Vanessa stared at her.
"You can't be serious."
